JOB SUMMARY: The Program Compliance Specialist is responsible for conducting management and occupancy reviews of assigned multifamily project-based Section 8 properties. The role ensures compliance with U.S. Department of Housing and Urban Development (HUD) regulations through tenant file reviews, rent calculations, follow-up monitoring, and physical inspections. The Compliance Specialist also conducts follow-up inspections of Section 8 units referred by HUD and documents property conditions to ensure required corrective actions are completed.
This is a hybrid role that requires one in‑office day each week, assigned by Quadel, along with statewide travel throughout Indiana to perform on‑site property reviews. Regular fieldwork is a core responsibility of the position.

DUTIES AND RESPONSIBILITIES:
- Schedule and notify owners and agents of upcoming management review dates
- Review all relevant property data prior to conducting on-site reviews
- Conduct Management and Occupancy Reviews
- Perform on-site reviews of approximately five properties per month
- Identify and document health and safety violations and notify owners in writing
- Conduct follow-up monitoring to ensure required corrective actions are completed
- Complete in-office analysis and prepare detailed Management Review Reports
- Submit reports to owners, submit FHEO documentation to HUD, and enter data into required systems, including:
- Integrated Real Estate Management System (iREMS)
- Automated Contract Administration Processing (ACAP) System
- Maintain timely and accurate updates in iREMS and ACAP
- Build and maintain professional relationships with owners, property managers, tenants, HUD representatives, and the general public
- Complete work with a high level of accuracy, thoroughness, technical knowledge, and timeliness
- Adhere to quality management system requirements
- Perform other duties as assigned by the Program Compliance Manager
- Bachelor’s degree in Business, Finance, or a related field preferred; additional relevant experience may substitute for formal education
- Five (5) years of progressively responsible experience in multifamily project-based 1-2 years Section 8 property management required
- Experience with other Section 8 programs, property management, or financial analysis preferred
- Position requires the ability to travel statewide for required on-site visits.
- Must be able to legally operate a motor vehicle in North Carolina or otherwise meet the travel requirements of the position, with or without reasonable accommodation.
- If driving is required, the employee must meet company insurance and safety requirements.
- Training and Certification Requirements
- Must attend Quadel HUD Subsidized Multifamily Housing Occupancy Training
- Must successfully pass the Quadel Certified Assisted Housing Manager Exam within 90 days of the start date; continued employment may be contingent upon successful completion
- Occasionally required to stand.

- Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.

- Ability to travel statewide for required on-site visits, including occasional overnight travel.
